The most valuable asset of a nation is the trained and good quality man power. The nation’s development depends on educated civil society. Japan is a classical example of what has been stated above with little and negligible natural resources. Japan is world’s strongest economy because of its high quality human resources.
The foundations to build high quality man power rest with the foundation of a high quality educations system i.e. primary/secondary schools. When the education was totally a public sector responsibility, there used to be at least one model school in the district headquarters which used to supply the required input of good quality to institutes of higher learning.
Since long this system has collapsed and has been replaced gradually by the private sector schools. While some schools are providing quality education there are other which are money making machines. These school are mainly located in big cities and are out of bounds for the talented boys in the rural areas and even city dwellers of medium and low income group cannot afford them.
In order to overcome these short falls, Government of Sindh is implementing Sindh Education Reform Program (SERP), which focuses on improving access to quality schooling in rural areas. A major component of this project is “Constructions/Rehabilitation of schools, which is being implemented by the Districts. All 23 districts have signed a terms of partnership (TOP-II) with Govt. of Sindh under which a School Rehabilitation Grant of Rs.80-110 million has been provided to every district for upgrading physical infrastructure of schools, in accordance with the Eligibility Criteria” (Minimum Services Standard).
The Reform Support Unit (RSU) [Project Support Office- PSO), Education and Literacy Department, oversees the implementation of the TOPs.
In all 1032 schools have been taken up by the 23 districts of Sindh for construction under different categories (Shelterless, Additional classrooms, Missing facilities). More than 700 schools have been completed under different categories. With regard to fund utilization by the districts, more than 70% funds have been consumed by the districts..
