SINDH EDUCATION REFORMS PROGRAM(SERP-I)
- 13800 teachers recruited on Need cum Merit basis, tested by third parties (IBA & SU)
SERP-II Road Map:
- 10,000 add. teachers
- Rs. 100 million per year(av.) for each district provided
- 650 shelter-less schools; 2600 class rooms; 5000 lacking facilities ; with 4th phase in place
SERP-II :
- Double the investment for School Rehabilitation/Construction
- SMCs School Management Committees (SMCs) received
annual grants worth Rs. 1.1 Billion per annum (on avg.)
Strengthening SMCs and Community Voice
- Free distribution of textbooks from Grade I to XII (4.7 Million sets) completed – all levels of schools
- New Textbooks, Curriculum Review, Piloting of Book Banks
- Annual Stipends to Girls (Grade VI to X) provided (Normal @ Rs. 2400/- and Differential @ Rs. 3600/-)
- Beneficiaries increased (2008:331,000 V/S. 2010:410,000)
- Continuity with extension to primary level
- Students Diagnostic Assessments conducted for Maths and Language (Gr-IV); Social Science & Maths (Gr-VIII)
- Students' Achievement Testing (Gr. V/VI, VIII); Sindh Exam Commission
- 450 low cost private schools (subsidy based PPP Model– @ Rs. 450/- per girl and Rs. 350/- per boy)
- Fill in the gap in the public sector
- Sindh Teacher Education Development Authority (STEDA for regulating teacher education, with new ADE/B.Ed. Course Launched
- STEDA law; Teacher Management; Licensing
- Education Management Reforms (Cluster Based School Management & Mentoring), extended from 3 to 14 Tehsils
- SESM-New Leadership Training launched as Mandatory Induction Training Program for BS-17 at PITE, S.B.A.
- All districts; HUB Quality Schools; Area School Boards; Specialised Cadres; Sindh Education Commission
- Annual School Census conducted each year providing feedback to policy; GIS-Mapping of 8 districts completed
- Development of MIS and GIS Mapping

- Medium Term Budgetary Framework (MTBF) to Education Department and 15 Districts.
- School Specific Budgets/Posts for 15 districts
- Strengthening of Sindh Public Procurement Regulatory Authority (SPPRA)
- MTFF/MTBF & School Budgets with ERU/F.D; M &E (Teacher Salaries), SPPRA
- School Consolidation policy launched to merge nearby schools into Campus Schools
